Every material thickness attenuates the beam to a certain degree. If it attenuates little, for example, a single, thin, piece of aluminum foil then, yes, the beam is attenuated just a bit and there are enough photons passing through to still form an image. If you had a thick block of aluminum then it might attenuate all the photons and so, not produce an image. The amount of any material that attenuates half a beam (of a certain energy) is called the half value layer.
