Aluminum sulfite is a base. It's conjugate acid, sulfurous acid, is a weak acid. This makes it a relatively strong base. Note that conjugates are always opposites this way: if a base is weak, it's conjugate acid is strong, and vice versa. It is only when a base us extremely weak (and is therefore the conjugate of a very strong acid) that we say that it is not a base and is only a salt. While the strongest bases have hydroxide groups, there are a lot of bases that do not contain hydroxide. Examples include: NH3 -- Ammonia NaCH3CO2 -- Sodium acetate KNO2 -- Potassium nitite

The metallic aluminum atoms donate three electrons to be become Al+3 ions. Sulfite, a polyatomic ion, is SO3 -2. Ionic compounds form when the ratio of positively charge ions (cations) to negatively charged ions (anions) results in no electrical charge. The two aluminum ions contribute a +6 electric charge. Three sulfite ions contribute a -6 electric charge. Therefore, the ratio of cations to anions results in no electric charge.
